Poonam Muttreja
Executive Director, Population Foundation of India
Poonam Muttreja, Executive Director of the Population Foundation of India, has for over 40 years been a strong advocate for women’s health, reproductive and sexual rights, and rural livelihoods. She has co-conceived the popular transmedia initiative, Main Kuch Bhi Kar Sakti Hoon – I, A Woman, Can Achieve Anything. Before joining Population Foundation of India, she served as the India Country Director of the John D and Catherine T MacArthur Foundation for 15 years and has also co-founded and led the Ashoka Foundation, Dastkar, and the Society for Rural, Urban and Tribal Initiative (SRUTI). Poonam is a member of a committee at The National Academies of Sciences, Engineering, and Medicine, Washington DC.
An alumna of Delhi University and Harvard University’s John F Kennedy School of Government, Poonam serves on the governing council of several non-governmental organizations, and is a regular commentator in India and globally for television and the print media.
Dr. Sanghamitra Singh
Chief of Programmes
Sanghamitra Singh is a trained health scientist and public health professional with over a decade of experience in research, program leadership and management. In her current role as the Chief of Programmes at the Population Foundation of India, Sanghamitra oversees the organization’s national and state initiatives, fundraising efforts, media engagements, organizational partnerships and communications and development and dissemination of the Foundation’s research and literature. A regular print and digital commentator, she has represented Population Foundation of India at several national and international forums.
Sanghamitra has served as a Commission Fellow with the the Lancet Citizen’s Commission for reimagining India’s health System and was a member of the inaugural India cohort of WomenLift Health’s India Leadership journey. She is an editorial board member of the Journal of Development Policy and Practice.
She holds a PhD in biological sciences from the George Washington University and has previously worked with the George Washington University, National Institutes of Health, Federal Drug Administration (FDA) and Ajinomoto Corporation, Tokyo. Sanghamitra is a trained Bharatnatyam dancer and has a passion for visual arts and handicrafts.
Raam Kumar
Chief Financial Officer
Raam Kumar is the Chief Financial Officer at the Population Foundation of India, overseeing finance, administration, information technology, and program operations. With a robust 30-year career in controlling and reviewing financial data, planning, monitoring internal controls, human resources, and managing audits, administration, and operations, Raam brings extensive experience from the public, private, and development sectors. For the past 20 years, he has served as Head of Finance. Before joining the Population Foundation of India, he was the Chief Finance Officer at Rajiv Gandhi Charitable Trust and previously the Director of Finance at Encyclopaedia Britannica India (Pvt.) Ltd. Raam is a Fellow Chartered Accountant and holds a Master’s in Business Administration.

Bijit Roy
Senior Programme Implementation & Community Engagement Lead
Bijit Roy has over 20 years of experience in planning, implementation and management of large scale nutrition, maternal and child health and HIV/AIDS programmes.
At Population Foundation of India, Bijit leads community action and accountability vertical as the Senior Lead – State Programmes and Strategic Engagement. Population Foundation of India hosts the Secretariat of the Advisory Group on Community Action (AGCA), a committee constituted by the Ministry of Health and Family Welfare (MoHFW) under the National Rural Health Mission (NRHM) to provide guidance and technical support to the state governments to strengthen and scale up community action processes initiatives, particularly related to accountability. The initiative covers 353 districts, 68 cities across 23 states of India. Bijit has previously worked at CARE in the Policy and Advocacy Unit at the India Country Office and managed implementation of the Reproductive and Child Health, Nutrition and HIV/AIDS (RACHNA) programme in the states of Chhattisgarh and Madhya Pradesh.
He holds a Post Graduate Diploma in Rural Development from Xavier Institute of Social Service, Ranchi and a Bachelor degree in Political Science from the Banaras Hindu University.
Dr. Gunjan Chandhok

Dr. Gunjan Chandhok is a dedicated professional with over eight years of work experience in the field of gender, health and social work. Gunjan’s research accomplishments include a PhD in Social Work (University of Delhi) and a M.Phil in Social Work (University of Delhi) highlighting the vital aspects of women’s reproductive and sexual health and gender-based violence. A post-graduate in Social Work from University of Delhi, she also holds a postgraduate degree in Gender and Development Studies.
Gunjan has worked in various capacities with some of the notable institutions like National Institute of Health and Family Welfare, Indian Council of Medical Research-NICPR and AIIMS-New Delhi towards improving women’s reproductive and sexual health status, generating impactful research, and contributing significantly to the field of public health.
Her publications and contributions have been instrumental in shaping discussions and knowledge in her field. She has authored a book titled “Autonomy over Anatomy: Reproductive and Sexual Health Rights” and has contributed articles to numerous peer-reviewed journals and chapters in edited books. Her insights have been presented at various national and international conferences, enhancing the discourse on gender, sexual and reproductive health, and social work.

Souvik Bandhapadhyay
Senior Analyst - Youth & Adolescence
Souvik has over 6 years of experience in the social sector, focusing on education, youth engagement, and health domains. He has worked with several national and international organizations, as well as the Ministry of Youth Affairs and Sports, Government of India. He has extensive experience in program strategy development, operations, strengthening monitoring and evaluation, and process reengineering. Currently, he is a Senior Analyst for Youth and Adolescence at the Population Foundation of India, working closely with the Knowledge Management and Programme team.
He has a strong interest in public systems and services and believes in developing platforms that empower individuals for self-development to strengthen the system.

Shilpa Nair
Lead & State Head, Uttar Pradesh
Shilpa Nair leads Population Foundation of India’s work on Gender, Family Planning, Adolescent Sexual and Reproductive Health, Community Action and Behavior Change Communication in the State of Uttar Pradesh. She works closely with government, policymakers, media, NGOs, civil society networks and communities to highlight, prioritize and improve the health and wellbeing of women, children and adolescents. In a career spanning over two and half decades, Shilpa has led the implementation of several large-scale projects providing technical assistance to government institutions, strengthening civil society, mobilizing communities, building champions and catalyzing on-ground implementation of health interventions and services. A member of key consultative forums of the Government of Uttar Pradesh, prior to joining Population Foundation, Shilpa has held leadership roles with Global Health Strategies (GHS), Family Health International (FHI 360), CARE International, Program for Appropriate Technologies In Health (PATH), State Innovations in Family Planning Services Project Agency (SIFPSA) and Family Planning Association of India in projects funded by the US Agency for International Development (USAID), Bill & Melinda Gates Foundation and the International Planned Parenthood Federation (IPPF).
Bharat Kumar Jain
Senior Consultant, Lucknow
BK Jain is a senior professional in the health sector and has held senior positions in the Government of Uttar Pradesh over the last two decades. Mr Jain superannuated from the post of General Manager- Research Evaluation, Monitoring & Information, State Innovations in Family Planning Services Project Agency (SIFPSA), Department of Health in January 2023.
He has in-depth experience in health system strengthening, developing policies and program guidelines and setting up IT and ICT-based systems for tracking health programs. At the Population Foundation of India, Mr Jain’s role is to strengthen government partnerships and manage the MIS.
Abhishek Pathak
Senior Analyst - Programmes, Uttar Pradesh
Abhishek Pathak is working as the Program Officer – Matrix Program, Uttar Pradesh. He actively engages with and reaches out to communities through capacity-building programs for adolescents, health staff and frontline workers. He also provides technical support to RKSK on quality services, by engaging with people through sensitisation and advocacy programs with education, NYK and convergence departments. Abhishek also coordinates for state/district advocacy initiatives and ensures planning, implementation and execution of the project.

Balbeer Singh
Senior Analyst - Programmes
Balbeer Singh is a development professional with Master in Sociology along with more than 15 years of experience of planning, implementation of programme in different issues like- gender, adolescent development, family planning strengthening of government institutions, community process at grass root to district and state level including planning & implementation and Balbeer is also a state level trainer on health.
Balbeer has been associated with Population Foundation of India since October 2018 and has been working on improving governance and management of public health facilities. He is stepping up qualitative health service for people and communities, adolescent health through Rogi Kalyan Samiti across the Uttar Pradesh state to driving the change and want to work for community action for health. He has also previously worked with Parivartan, Sakhi Kendra and PHFI.

Mohd. Jubair joined the Population Foundation of India’s Lucknow team as Consultant – Government Partnership, Barabanki District under UMEED 2.0 project supported by the Mobius Foundation. Jubair has over 10 years of working experience in Public Health and Development Sector. Before joining PFI, he was associated with India Health Action Trust as District Specialist- Family Planning based at Barabanki, Uttar Pradesh. His previous experiences have been with organizations like ChildFund India, Udaipur and VATSALYA a Resource Centre on health, Lucknow. Geeta has over 4 years of experience in the development sector. She has closely worked with the grassroot communities in the area of holistic development across different CSR, NGOs and INGO projects. She worked with SHGs, CBOS and adolescents towards capacity building projects on LSDGs to develop the model of child friendly and gender responsive panchayats.

Amrish Kumar Pandey

With over 6 years of experience in family planning programs, including roles in technical support and clinical service management, Amrish Kumar Pandey began his career with FRHS India in 2018 as a Program Executive and was later promoted to Program Coordinator, contributing a total of 3.5 years to the organization. He then joined IHAT as a District Specialist Family Planning and District PHC Specialist, where he spent 3.5 years providing technical support to the GoUP. He brings a strong background in public health.
Amrish holds a Bachelor of Arts and a master’s degree in Sociology from Dr. Bhim Rao Ambedkar University, Agra.

He then joined India Health Action Trust (IHAT) as Senior Family Planning Specialist, where he spent 6 years providing technical support to the GoUP. He has a strong background in public health.

Specialist - Community Action
Shilpi works as a Specialist for Community Action and closely works with the district team in supervising the Community for Action Health programme in Bihar. She brings on board a decade’s experience in the development sector with specialization and interest in Gender, Adolescent Sexual and Reproductive Health Rights, Community led Approaches, Migration and Child Protection.
An experienced facilitator and a practitioner of participatory approaches, she has been involved in various training and capacity building initiatives with a diverse range of communities and groups as well as been part of several participatory research studies, participatory action research on community led processes and participatory assessments and evaluations.

Sunil is a public health professional with over 10 years of professional experience in managing Programs Implementation Plans (PIPs) for Department of Health and Family Welfare (DHFW), Integrated Child Development Services (ICDS), state-level training on maternal nutrition & gender, and utilizing digital health technologies.

Naveen Kumar Pandey

Naveen is a development professional with over two decades of experience in the development sector and has worked with esteemed organisations such as UNICEF, Path and WHO in Nawada district of Bihar. In his current role in Nawada district, he represents the Population Foundation of India at District-level meetings, facilitates training and mentoring sessions and liaison with District Health Society to strengthen delivery of programmes amongst communities. His deep understanding of the district’s health structures and communities is a result of his extensive experience in the region.

Block Consultant, Darbhanga
Sanju is a development professional with a decade of experience in health sector. Currently working as a Block Consultant, he supervises initiatives across three blocks in Darbhanga district, Bihar. His career in the past includes key roles with organisations such as CARE India and the Regional Programme Management Unit in Darbhanga where he gained extensive experience in liaising with government officials and managing key health projects. Deepika Kumari

Deepika is a dedicated development professional with over three years of progressive experience in the sector. She is currently serving as an Analyst – Programmes at Population Foundation of India, where she plays a vital role in supporting program implementation in Bihar.
Previously, Deepika worked with renowned NGOs such as PRADAN and C3, contributing to the effective implementation of JEEViKA’s Gender Integration Program as a technical support partner. During her tenure at both organisations, she led gender sensitisation trainings, established Gender Forums and Gender Resource Centres, such as Didi Adhikar Kendra and Sajha Shakti Kendra, collaborated closely with government officials, ensured quality documentation, and executed impactful campaigns.
Deepika has completed her postgraduation in Development Studies from the Central University of South Bihar, where she earned a Gold Medal, and holds a bachelor’s degree from Banaras Hindu University. She is also an alumnus of Jawahar Navodaya Vidyalaya. Known for her academic commitment, she is a thought leader in her field. Deepika presented her research on the SJY policy at the prestigious International Conference on ‘Development with Justice – The Bihar Experience’ in Patna, which was subsequently published in the Indian Journal of Human Development.
Specialising in gender and community engagement, Deepika has expertise in capacity building, stakeholder management, and comprehensive documentation. She is passionate about integrating underprivileged communities into the mainstream, with a particular focus on empowering young girls to foster holistic national development.
Lalan Kumar
Block Consultant, Darbhanga
Lalan Kumar is an experienced social sector professional with over 10 years of field-based experience in community development and public health. Currently, he is working as a Block Consultant in Darbhanga district, Bihar overseeing various programmatic initiatives across three blocks. In the past, Lalan has worked with respected organizations such as World Health Organization.
In his present role with Population Foundation of India, he has been involved in key health programs including immunization, public health monitoring, and engagement with marginalized communities. Lalan is known for his excellent facilitation skills and his ability to engage effectively with PRI members, frontline health workers, and community groups. A notable achievement in his work experience in this organization has been significant increase in the participation of PRI members in programmatic activities.

Sheela Kumari
Block Consultant, Darbhanga
Sheela works as a Block Consultant in Nawada and is a skilled health professional with over a decade of experience in the development sector. In her current role, she supervises initiatives across three blocks in Nawada district, Bihar. Previously, she has worked with prominent organizations and community-based organizations (CBOs) in the health domain. In her past roles, she worked with Care India as an ICT Coordinator, enhancing digital health management skills among health workers and with Gram Nirman Mandal on the implementation of community action for health initiatives in Nawada. Her experience with JEEViKA has helped her to build strong facilitation skills in engaging female members in programmatic activities.
Her core competencies lie in strengthening community health by engaging with women’s collectives, frontline health workers, and Panchayati Raj Institutions (PRIs) on key health topics such as family planning, menstrual hygiene, and adolescent health rights. She has mentored a cohort of over 25 youth champions from various panchayats in Nawada to raise awareness and empower young girls on their health rights and entitlements.
Sheela is a certified Master Trainer in Menstrual Hygiene Management. Her training in health equity has equipped her to address public health challenges through community participation. She believes in creating community-driven solutions that improve health outcomes with a focus on grassroots engagement to enhance the health and well-being of local communities.
Mukesh Kumar Jha
Senior District Consultant, Lakhisarai, Bihar
Mukesh has more than 18 years of relevant work experience. Before joining Population Foundation of India, he was associated with Project Concern International (PCI) as District Coordinator for Jeevika Project of SHSB, based at Lakhisarai district of Bihar. In his previous assignments, he has worked with organizations like PCI Global, AIDENT Social Welfare Organization and SM Network (Unicef).

Mrinal Kumar

Mrinal is a highly experienced professional with over 12 years of expertise in the development sector. He currently holds the position of Senior District Consultant in Aurangabad, Bihar. Prior to joining PFI, Mrinal served as the District Coordinator for the Family Planning Convergence Program, a joint initiative of Jeevika and the State Health Society Bihar (SHSB), where he worked in the Aurangabad district. Throughout his career, he has collaborated with several esteemed organizations, including Project Concern International (PCI), Pathfinder International, The Hans Foundation, and Care India. These experiences have provided him with valuable insights into the challenges and opportunities within the development sector.
Mrinal holds a Bachelor of Science in Information Technology from Sikkim Manipal University, a Master of Social Work from Shobhit University, and a Certificate in Public Health Practice from the Indian Institute of Public Health, Gandhinagar. His solid educational foundation, combined with his practical experience, allows him to effectively address public health and social work challenges at the district level.
Md. Zahid Hussain
District Consultant, Sheohar, Bihar
Zahid has more than 13 years of relevant work experience. Before joining PFI, he was associated with Project Concern International (PCI) as District Coordinator for Jeevika Project of SHSB, based at Sheohar district of Bihar. In his previous assignments, he has worked with Care India as Block Coordinator under IFHI Program supported by BMGF.

Alok is an experienced Development Professional, M&E Specialist and Researcher with progressive experience in evidence based development. Alok has worked with national and international organizations and has specialization in evaluation design, planning, implementation, and use in multiple contexts and domains. Alok was member of Family Planning 2020 (FP2020) Performance Monitoring and Evaluation Working Group (PME WG) for 2016-18. Alok has led several international and national level research studies, reviews and evaluations. Alok was actively involved in drafting of revised State Population Policy in Uttar Pradesh in 2016 and National ICT in Education policy for Ministry of HRD, GOI in 2007. He has also led the process of Bihar Population Policy Development in collaboration with State Health Society, Bihar in late 2019.

Dr. Varun Sharma is a PhD in Economics from the Gokhale Institute of Politics and Economics and a postdoc in Public Health from the Tata Institute of Social Sciences. With over 12 years of experience in the fields of public health and social development, he is a seasoned social and development researcher. Throughout his career, he has had the opportunity to work in various cities and with different organizations, spanning academia, think-tanks, rights-based NGOs, and international NGOs. In his most recent role, he supported the public health surveillance and climate change project at Jhpiego in the capacity of a Monitoring, Learning, and Evaluation (MLE) specialist. In his professional journey, he has managed many research and impact evaluation projects, contributing significantly to the body of knowledge in his field. His work is evident in the publication of many research articles in international peer-reviewed journals. As a staunch believer in learning as a continuous process, he consistently pushes his boundaries and embraces change with an open heart. Outside of work, he finds joy in spending time with family and friends, indulging in his love for listening to old songs, and exploring new places, particularly in the countryside.
Aishwarya Adhikari

Aishwarya has more than half a decade worth of experience in the development sector with specialisation and interest in Gender, Sexual and Reproductive Rights. She joined the Population Foundation of India as an Analyst on Knowledge Management. She has worked comprehensively on issues of preventable maternal mortality and morbidity, family planning, adolescent sexual health, child marriage, right to food and nutrition, as well as LGBTQIA+ rights. She has been involved in various capacity-building workshops/training modules with a diverse range of communities and groups across several states in India as a researcher.
Aishwarya has pursued a Master of Politics (with a specialisation in International Relations) from Jawaharlal Nehru University, New Delhi and was an elected representative of JNU GSCASH.
In her past stint as West Bengal Unit Director and Project Officer of a leading legal advocacy and human rights organisation based in New Delhi, she constantly liaised with network grassroots organisations, government officials, and law enforcement officials in securing the rights of the marginalised through several initiatives like the right to food, health, education, and housing, as well as securing the rights of differently-abled individuals, women, sexual minorities, etc.

Associate Lead - Social and Behavior Change Communication
Sayonee is a development professional with more than 16 years of experience with an extensive background on working with marginalized communities, especially with youth and women. Over past several years she has been working at the intersection of technology and communication for development, strategizing and implementing interventions around bridging the digital divide and leveraging tech to execute behavior change campaigns and facilitate community-based engagements and actions. She has also been actively engaged in capacity building of various stakeholders, managing programs, developing content, conducting community needs assessments, base-line and end-line evaluations, and proposal development.
Sayonee has previously worked with organisations like PRADAN, PRIA and have been in core teams of start-up and ventures like Gram Vaani and OnionDev Technologies. In PFI, Sayonee is an associate lead for social and behavior change communications and works with the communication, tech and programs team to advance PFI’s mission.
Sayonee holds a masters in Sociology and a diploma in Gender Studies and is an avid trekker, a photography enthusiast and loves to paint in her free time.

Simran has 6 years of experience in the development sector, specialising in education and gender. She began her career as a Gandhi Fellow in Mumbai, where she worked to strengthen school governance and bridge gaps between parents and school administration. During this time, she also helped create playgrounds and libraries and led an election awareness campaign for first-time voters.
Simran brings expertise in impact measurement and program communications. As Program Manager at Thompson & Shankar Impact, she led the design and implementation of research initiatives, providing data-driven insights for clients. At Sattva Consulting, she developed impact and needs assessments across various thematic areas, contributing to the strengthening of CSR strategies for organizations. Simran is dedicated to promoting equity and social impact through evidence-based, sustainable approaches.
In addition to her work in the sector, Simran has edited a book on financial inclusion and written multiple articles on gender and sexuality. In her free time, she enjoys reading about history and writing long-form essays.

Shivangi is a public policy professional with expertise in strategic communications and social impact. She holds a PGP in Public Policy, Design, and Management from the Indian School of Public Policy and an undergraduate degree in Journalism from Sophia College, Mumbai. Previously, she worked with Central Square Foundation and collaborated with the Capacity Building Commission on a project addressing domestic violence. At Population Foundation of India, Shivangi drives social impact initiatives, managing projects such as SnehAI chatbot, overseeing social media strategy, while also developing social and behavior change communication materials for campaigns.
